Portal Documentation

Step-by-step workflows and manuals for Candidates, Training Partners, and Administrators

Enrollment & Credentials Request

You must be registered in the SICB system by an authorized Training Partner before you can access the candidate portal.

  • Provide your active email address and Aadhaar to your Training Partner.
  • Once registered, you will receive an automated welcome email with a link to create your password.
  • Make sure to click this setup link within 2 hours of receipt before it expires.

First-Time Password Configuration

Configure security credentials to authorize access to your candidate records.

  • Click the link in the welcome email to access the password configuration page.
  • Enter a secure password that is at least 8 characters long.
  • Save the password. The system will automatically secure and synchronize your credentials across all your enrollments.

Secure Portal Access

Log in to track your enrollment status and training history.

  • Navigate to the unified portal login page and select the Candidate tab.
  • Enter your registered email address and complete the one-time reCAPTCHA verification.
  • Enter your password in Step 2 (reCAPTCHA verification is skipped here for an improved login experience).
Forgot Password? Click "Forgot Password" on the login card. If you have an active account, a recovery link valid for 2 hours will be dispatched to your inbox.

Monitor Training & Batches

Interact with active, planned, or completed batches assigned to you.

  • View information about your scheme, training course, trade, and scheduled dates.
  • View your assigned Training Center details, infrastructure, and trainer records.
  • Track your real-time batch status as it transitions from Planned to Ongoing and Completed.

Placement & Verification

Ensure your training transitions into documented career outcomes.

  • View job placement offers, verified company listings, and active salary designations entered for your profile.
  • Ensure your active offer letter (PDF) or salary slips are successfully linked by your Training Partner.
  • These items remain on file for evaluation and auditing by Department Administrators.

Register Your Organization

Start by creating an account on the public portal. You must provide legally valid information.

  • Go to the Register TP page.
  • Fill out the 4-step wizard: Basic Details, Capacity, Contact, and Documents.
  • Upload your PAN Card and Registration Certificate (Max 100KB each).
Note: Keep your Email and Password safe. These will be your Login credentials.

Await Account Approval

Once submitted, your account enters the 'Pending' queue.

  • The Department Admin will verify your uploaded documents.
  • You will receive an automated email regarding Approval or Rejection.
  • Once 'Approved', you can access your dashboard via the Login page.

Add Infrastructure & Staff

Before you can train students, you must configure your infrastructure inside the Dashboard.

  • Navigate to Training Centers and register your facilities (Classrooms, Labs).
  • Navigate to Trainers to list your faculty. Only approved trainers can be assigned to batches.

Apply for Schemes & Batches

Obtain targets from the government to begin training.

  • Go to Apply Schemes. Submit a PDF proposal indicating how many students you wish to train. Wait for Admin approval.
  • Once target is allocated, go to Batch Management -> Create New Batch. Select Scheme, Center, and Dates.

Candidate Enrollment & Placement

The core data entry phase for executing the training program.

  • Open a Batch in "Planned" status -> Click Enroll New Candidate. Input demographic & Aadhaar data along with photo. This triggers the candidate email setup invitation.
  • Mark the batch as Ongoing to begin actual training (Locks further enrollment).
  • Once training concludes, go to candidate details and update Placement Data (Salary, Company, Upload Offer Letter PDF).

Command Center Access

As a Government Official, log in through the unified portal using administrative credentials to access high-level permissions.

  • View State-level ecosystem statistics, district performances, and dynamic data funnel charts on the Main Dashboard.
  • Monitor the Action Center for urgent items needing attention (Pending TPs, Proposals).

Training Partner (TP) Verification

Safeguard system integrity by strictly reviewing onboarding organizations.

  • Navigate to Partners Directory.
  • Open TP profile. Review PAN Cards and Organization Certificates uploaded by them.
  • Execute Decision: Approve / Reject / Keep Pending. This automatically fires an email to the TP.

Scheme Blueprint Management

Control exactly what training initiatives are active within the state.

  • Open Manage Schemes to list new state or central schemes (e.g., PMKVY, Youth Mission).
  • In Scheme Allocations, review PDF proposals from verified TPs and manually allocate exact candidate targets.

Audit, Override & Master Export

Conduct oversight, generate detailed physical reports, and rectify issues.

  • Use Batch Monitoring to analyze timelines across all partners. Admins can forcefully override a batch to "Completed".
  • Super Admin privileges allow forcefully deleting fake candidates if misrepresentation occurs, provided batch is not finalized.
  • Navigate to TP Directory or Candidates List and use Export Data to download entire datasets to MS Excel for physical documentation.
