1. Acceptance of Terms

Welcome to the official Management Information System (MIS) of the State Institute of Capacity Building (SICB), Government of Sikkim. This portal is strictly restricted to authorized Government Officials, accredited Training Partners, and registered Candidates. Unauthorized access, hacking, or data manipulation is a cybercrime under the Information Technology Act, 2000.

2. Responsibilities of Training Partners

As an accredited Training Partner logging into this system, you agree to:

• Submit accurate, true, and legally verifiable documents (PAN, Registration, GST) during the onboarding process.
• Ensure 100% genuine enrollment of candidates using verified Aadhaar identification. Creation of "Ghost Batches" or fake enrollments will lead to immediate blacklisting and legal action.
• Promptly update training progress, candidate dropouts, and attendance accurately.
• Provide verifiable proof of placement (Offer Letters) for candidates marked as "Placed." Uploading forged documents is strictly prohibited.

3. Data Integrity & System Security

The Department maintains rigorous Audit Logs. Every login, IP address, data modification, candidate enrollment, and status update is logged and associated with your user session.

• You are solely responsible for maintaining the confidentiality of your Login ID and Password.
• You must not share your portal credentials with unauthorized third parties or students.
• Any activity performed under your account will be considered as an action authorized by the respective organization.

4. Disclaimer of Warranties

While the Government of Sikkim strives to keep the system operational 24/7, the portal is provided on an "as-is" basis. SICB does not warrant that the portal will be uninterrupted, error-free, or completely free of technical glitches resulting from routine maintenance or server updates.
